D. Kirk Harman, P.E., S.E., FACI, SECB
D. Kirk Harman, P.E., S.E., FACI is President and Managing Principal of The Harman Group. He is responsible for all aspects of the operation of the company, which he co-founded in 1984 as Cagley Harman & Associates.

Mr. Harman is active in various professional organizations, including as a Fellow of the American Concrete Institute and on its Committee 318, Building Code Requirements, and Subcommittees 318-G, Prestressed Provisions, and 318-H, Seismic Provisions. He is a member of the American Institute of Steel Construction and its Committee on the Code of Standard Practice.

He also serves on the National Council of Structural Engineers Associations’ (NCSEA) Code Advisory Committee on Quality Assurance/ Special Inspection Requirements. He is an active board member of the Delaware Valley Association of Structural Engineers and past board member of NCSEA as well.

Mr. Harman earned his B.S. in Civil Engineering from Lafayette College and his M.S. in Structural Engineering from Drexel University. He holds licenses in 27 jurisdictions, including as a Structural Engineer in California and Nevada.

Malcolm D. Bland, P.E.
Malcolm D. Bland, P.E., is a Vice President and Principal at The Harman Group. He serves as Principal-in-Charge of one of the firm’s two structural engineering teams and also heads the Las Vegas office and parking consulting. He is responsible for overall management of all projects in which his team is engaged. Mr. Bland joined The Harman Group in 1993 as a design engineer. His career with the firm includes notable projects such as the 2.2 million square foot Gaylord National Harbor Resort and Convention Center in Prince George’s County, MD; the 1.2 million square foot MGM Grand Hotel and Casino at Foxwoods in Mashantucket, CT; and the 550,000 square foot Bridgewater Commons office complex in Bridgewater, NJ. He is a licensed engineer in Connecticut, Delaware, Maryland, New Jersey, and Pennsylvania. Additionally, he is a member of the American Concrete Institute, the Structural Engineering Institute, and the Delaware Valley Association of Structural Engineers. He holds a Master of Engineering from Leeds University in the UK, and he earned his M.S. in Civil Engineering from Villanova University.
Clifford W. Schwinger, P.E., SECB
Clifford W. Schwinger, P.E., is a Vice President and Principal at The Harman Group. He manages the firm’s in-house Quality Assurance Department, which leads a rigorous and comprehensive program applied to every project in which the firm is engaged. He joined The Harman Group team in 1986 and has over 30 years of experience designing building structures.

Mr. Schwinger is a member of the American Concrete Institute’s Committee 315, Details of Concrete Reinforcement and the American Institute of Steel Construction’s Manuals and Textbooks Committee. He also belongs to the Delaware Valley Association of Structural Engineers and the Post-Tensioning Institute. Additionally, he is a published author, accomplished speaker and adjunct instructor at Drexel University in Philadelphia, PA.

Mr. Schwinger’s project experiences include the Borgata Hotel Casino & Spa in Atlantic City, NJ; the Marriott Convention Center Hotel in Philadelphia, PA; and the Clay Center for the Arts and Sciences in Charleston, WV.

He is a licensed engineer in Pennsylvania.

He obtained his B.S. in Civil Engineering from Lehigh University.

Janis B. Vacca, P.E.
Janis B. Vacca, P.E., is a Vice President and Principal at The Harman Group. She has been a member of The Harman Group team for 17 years of her 29-year career as a structural engineer. She serves as Principal-in-Charge of one of the firm’s two structural engineering teams and also heads the Pittsburgh office, with responsibility for overall management of all projects in which her team is engaged.

She has overseen some of the firm’s largest projects, including the 4.2 million square foot, $1.2 billion, Borgata Hotel Casino & Spa in Atlantic City, NJ; the $320 million Phases I/II Expansions to the main building at the Children’s Hospital of Philadelphia; and Waterfront Square Towers in Philadelphia, a residential development comprised of three towers – 23, 35, and 39 stories – along the Delaware River in Philadelphia.

She is a member of numerous professional organizations, including the American Society of Civil Engineers, the Association for Preservation Technology, the Delaware Valley Association of Structural Engineers, and the National Trust for Historic Preservation.

Ms. Vacca graduated from the University of Delaware with a B.S. in Civil Engineering and is licensed in New Jersey and Pennsylvania.

Timothy R. Campbell, P.E., Associate
Timothy R. Campbell, P.E., isAssociate Manager ofThe Harman Group’s Pittsburgh office.  He is responsible for day-to-day operations of the Pittsburgh office including business development and management of projects produced by that office. 

Mr. Campbell joined The Harman Group in 2001 as a senior project engineer.  His career with the firm includes work on Majestic Star Casino in Pittsburgh, the Erie County Convention Center Authority Hotel Parking Structure, the Sears Grand at Pittsburgh Mills, the 30 building Suncrest Village Apartment complex in Morgantown, WV, and multiple projects at the Forbes Regional Hospital in Monroeville, PA. 

He is a licensed engineer in Pennsylvania.  Additionally, he is a member of the American Concrete Institute, the American Institute of Steel Construction, American Society of Civil Engineers, and the National Society of Professional Engineers.

Mr. Campbell earned his Bachelor of Architectural Engineering degree from The Pennsylvania State University.

Christopher P. Conn, P.E., S.E., Associate
Christopher P. Conn, P.E., Associate and Assistant Quality Assurance Manager, also serves as Project Manager and primary contact in The Harman Group’s Las Vegas office.  His responsibilities as such include managing a staff of structural engineers, working directly with clients, as well as coordinating quality assurance and maintaining production schedules for projects assigned to him.

Mr. Conn joined The Harman Group in 1999 as a design engineer.  His career with the firm includes such major projects as The Borgata Hotel Casino & Spa 5.7 million sq. ft. complex, as well the 750,000 sq. ft., 41-story Trump Taj Mahal Expansion, both located in Atlantic City, NJ.

He is a licensed engineer in the States of Delaware, Pennsylvania, and Nevada.  Additionally, he is a member of the American Institute of Steel Construction, and the Delaware Valley Association of Structural Engineers.

Mr. Conn earned his Master of Science Degree in Civil Engineering from Villanova University, and holds a Bachelor of Science in Civil Engineering degree from The Pennsylvania State University.
